Websites can also be tuned for other media devices such as mobile phones and PDA's giving visitors a truely accessible experience wherever and whatever the cirumstance.

Information websites and online services provided by Governmental bodies, must adhere to disability access rights by law. The accessibility laws are laid down by the WCAG, who's guidlines are summarised to the right hand side of this page.

A recent investigation by the Disabilities Rights Commission showed less than 80% of websites to be accessible by disabled people.

This has meant that everyday internet activities that we all now take for granted such as online banking, booking a holiday or checking the train times are simply to difficult or simply impossible for many disabled users.

The investigation highlighted the worst effected group were those with visual impairments. Blind people involved in testing websites were unable to perform nearly all of the tasks required of them despite using screen readers.

Researchers at London's City University, who carried out the study for the DRC, also found that many web developers were unaware of what needed to be done to make websites accessible.

In an age where almost everyone knows someone who is a web designer or a web developer this statistic comes as little suprise. Good web designs cost money, they are provided by internet professionals and not designed by trendy agencies who typically produce brochure and print media. A cheap website will be poorly constructed and do little for your business as a result, always consult with experts like S10sys before diving in!

Slowly, online businesses are staring to realise these facts. Choosing the right designers and developers is key to the success of their internet investment. A true web designer should understand design at a code level, being able to construct pages without the use of any WYSIWYG editors. We estimate less than 20% of web designers, professional or otherwise could achieve this level of design or development understanding.

Great web designs can be a complex and at times tricky disipline to master. Although the home user can create a web page that looks "ok" or even "very good", in reality the page will almost certainly fail in other browsers and operating systems and will be inaccessible to many.

Web-Based Intranet and Internet Information and Applications (1194.22)

The criteria for web-based technology and information are based on access guidelines developed by the Web Accessibility Initiative of the World Wide Web Consortium. Many of these provisions ensure access for people with vision impairments who rely on various assistive products (such as screen readers, which translate the contents of a computer screen into automated audible output, and refreshable Braille displays) to access computer-based information. Certain conventions, such as verbal tags or identification of graphics and format devices, like frames, are necessary so that these devices can "read" them for the user in a sensible way.

The standards do not prohibit the use of website graphics or animation. Instead, the standards aim to ensure that such information is also available in an accessible format. Generally, this means use of text labels or descriptors for graphics and certain format elements (HTML code already provides an "Alt Text" tag for graphics that can serve as a verbal descriptor for graphics). This section also addresses the usability of multimedia presentations, image maps, style sheets, scripting languages, applets, plug-ins, and electronic forms.

Video or Multimedia Products (1194.24)

Multimedia products involve more than one media and include, but are not limited to, video programs, narrated slide production, and computer-generated presentations. Provisions address caption decoder circuitry (for any system with a screen larger than 13 inches) and secondary audio channels for television tuners, including tuner cards for use in computers. The standards also require captioning and audio description for certain training and informational multimedia productions developed or procured by Federal agencies. The standards also provide that viewers be able to turn captioning or video description features on and off.
